Project Overview
The Legal Crossroads Area Structure Plan (ASP) guides future land use and infrastructure development in the area east of Highway 2 and south of Highway 651. The current Area Structure Plan was adopted in 2001 and established land use for industrial, highway commercial, country residential, and agricultural development after broad stakeholder input.
The updated ASP will:
- Review land use, infrastructure, and servicing needs
- Align with ongoing and future transportation and drainage improvements
- Engage landowners, residents, investors, and regional partners

Why Now?
The current ASP adopted rural servicing standards. Since then, the area has experienced some changes, including:
- The rail line closure
- Highway 2 and Highway 651 intersection improvements (scheduled for 2027)
- New opportunities to improve surface drainage
- Evolving development interests with demand for industrial and highway commercial uses
Updating the ASP ensures planning reflects today’s realities and tomorrow’s opportunities.
What’s Included in the Update?
The ASP update will include:
- Technical Studies – Evaluating options beyond current rural servicing standards
- Stakeholder Engagement - Listening to and learning from landowners, residents, and businesses
- Policy Updates - Supporting future growth and development
- Integration with Infrastructure Projects - Coordinating with Alberta Transportation and County drainage initiatives
